Public and Governmental Communication in Brazil:
proposal of an index for the perception of relationship with the public

The text presents concepts, implications and consequences of political communication to government communication, having as reference the principles of Public Communication listed by the Brazilian Association of Public Communication (ABCPública) and Public Administration. There is a methodological proposal to analyze the degree of maturity and distortion of purpose of Government Communication in a case study of the Ministry of Health's page on Instagram through content analysis. There is application of the classification of the degree of maturity of organizational communication. There is application of the classification of the degree of maturity of organizational communication finding the initial level in the case study of the Instagram page of the Ministry of Health of Brazil
